The most romantic movie on the face of the planet is "Streets of Fire," starring Michael Paré and Diane Lane.
OK so maybe it isn't. But it's pretty darn close in my opinion. I have to reflect on this film because in it, there is a pretty intense kissing scene, and yes, it's in the rain.
