Riddle's Letter Misleads Over Measure N: Compares Dixon's Apples to San Francisco's Oranges

Misleading letter by Measure N's Ourania Riddle in the Vacaville Reporter.

Ourania Riddle -- author of Dixon’s proposed Sunshine Ordinance -- tried to mislead Dixon voters in her September 30 opinion piece in The Vacaville Reporter. Here's the piece: Measure N: It helps citizens keep an eye on government

She stated, "This initiative has been modeled after the San Francisco Sunshine Ordinance, which was adopted in 1993 and was reaffirmed by voters in 1999."

Really. Did she think we wouldn’t read San Francisco’s Sunshine Ordinance - Section 67? Ms. Riddle is guilty of comparing Dixon’s apples to San Francisco’s oranges. Here are a few differences between the two.

Speaking Times

  • Dixon…Unlimited
  • SF…….. 3 minutes

Public Records Requests

  • Dixon…2 days
  • SF……10 Days

Screens Placed Behind Council Members

  • Dixon…yes
  • SF…No

Open Governance Commission (called Sunshine Ordinance Task Force in SF)

  • Dixon…”random” selection of three members
  • SF…….. 11 members appointed by Board of Supervisors

City Employees Briefing Council Members

  • Dixon…only two council members may be briefed
  • SF……..no restrictions

Items on City Agenda by Citizens

  • Dixon…20 signatures to place item on agenda
  • SF……..no provision

Online Posting of ALL Job Applications to the City

  • Dixon…all applications must be posted
  • SF……..only “successful job applicants” to have
  • applications posted

Ms. Riddle wants openness in government, but seems to think openness about the real differences between Dixon’s Measure N and San Francisco’s ordinance should be kept in the dark.

Thanks for doing the research Steve, but to be really accurate, you should've compared Measure N to all the different cities' sunshine ordinances that it borrowed from.
Steve Steiert October 1, 2012 at 09:00 pm
Bill, with all due respect,
It was Mrs. Riddle that used San Francisco as the model, not me. At the 8-28 council meeting she referenced Gilroy as another successful city with a sunshine ordinance. Once again, Gilroy's sunshine is completely different (Gilroy has limits on speakers, 10 days for records request, appointed sunshine commission, no video screens, no 20 people to put agenda items, no posting of all applications, no ban on internal lobbying). The proponents have never said which cities in America are using some of the more unbelievable parts of Measure N. I truly believe the proponents think the name alone is enough to get this unnecessary, unfunded, and unbelievable "thing" passed. Gilroy's http://dixonsunshine.com/sunshine-cities/gilroy/

When will someone look at the impact to business? You cannot separate the two.
Angela Meisenheimer October 3, 2012 at 04:30 pm
Maybe the Dixon Chamber of Commerce needs to start Mike?! Ted Hickman publicly announced last night AND APPOLOGIZED that he helped to get signatures for this Measure to be placed on the ballot – but NOW he is AGAINST MEASURE N! He needs to do more, and I plan on asking him to go to task on this! This ONE Measure is a deal breaker for the new Morning View Studios coming and building in Dixon, really!! This should be very concerning to ALL Dixon Property owners!! – Vote No on N!!
Lindsey Hickman October 3, 2012 at 06:09 pm
Mr. Smith, I have a couple questions about you opinion of business impacts from Measure N. Please email me at lindseyh.patch@gmail.com, I have a couple questions for the business perspective. Although I have personally read the full text of Measure N, I would specifically like to know the sections causing the most concern to the business community, what would cause confidentiality breech and how you feel it would deter businesses from Dixon.

Mrs. Riddle is a true patriot ! She has nothing to gain from YES on measure N. She is fighting for we the taxpayers. Mrs Riddle is not a polition but is smarter then all of them and they despise her for that. I will vote YES on measure N to keep our local government in check ! Seroiusly Measure N wasnt around when Dixon Downs went down.. ha ha Now Mrs Riddle is going to get blamed for the movie project if it goes down ? camon people. Politions will be politions. They will say and do anything to get into power.. and then BAIT and SWITCH. Mrs Riddle is a true Patriot looking after the citizens of Dixon. You want to see wastfull spending look at these solar panels that cost millions to save hundreds in the city's parking lots.. Man that money could have funded school busses for 20 years. Yes On N

Kerry,
"smarter then all of them and they despise her for that" You mean the woman who wrote Measure N that: 1. gives unlimited time for speakers 2. forbids City employees from "briefing" more than 3 council members 3. "randomly" selects members of the Open Government Commission 4. bans cell phones 5. requires video screens to be put up behing council members to view their I-Pad searches That woman?
Kerry Jacobs October 4, 2012 at 09:03 pm
Steve my friend, Yes , That woman. The Liberals have bad hangovers today dont they..If The above 5 statements were the only thing you guys were so scared of you wouldnt have a No on N sign in every front yard in Dixon. You can spin this measure anyway you want to but just remember what happens when the spinning begins. Just look at what happend to your Presidant last night.. Im still a proud supporter of YES on measure N.
Kerry Jacobs October 4, 2012 at 11:44 pm
One more thing my friend!! That woman has been fighting for the citizens of Dixon for years. She has nothing personal or financial to gain. She spends her time and her money to do what's right for the citizens. To bad there weren't more people like "that Woman."
PS. By the way, what have you done for your community??
Steve Steiert October 5, 2012 at 01:28 am
Kerry, for the record, I didn't vote for Obama last time and will not vote for him this time.
I have tried to answer your questions (not that you have asked any) concerning Measure N. But I can see I'm wasting my time. Good luck to you.

Mrs. Riddle has done a great job of moving Dixon to a more open government and I did support her on a number of items when I was on the city council. We worked together where we could. I can see where she is going with Measure N and think the impact to business, due to how Measure N is written, was not her intent. But when you cut and paste from various city’s sunshine ordinances and mix in a few new items… unintended results do happen.
Morning View has offered to work on a revised Measure if she would support a “No on N” as Morning View has stated in writing last week. As to Measure N and Dixon Downs, I was there at the time and feel there was more information provided then required by law. Since horseracing has no real competitors… I cannot see how Measure N would have helped the public or impacted the project applicant. Mike Smith

Didn't O'Reilly's just close on the other side of town? There's a 'for lease' sign on the building.

It is indeed an O'Reilly's Auto Parts, relocating from the Pitt School Road/Market Lane location,Read More per Dixon City Hall.

Great to see the 4th graders getting ready for their 5th grade camp at Alliance Redwoods. I took myRead More 6th graders there for many years and Alliance has an outstanding program that keeps the kids focused on environmental education and stewardship. The night hike through the redwoods was always their favorite (along with the zip line). Note: No need to bring snacks as the dining hall meals has everything you will need, but you may want to bring some extra money for the gift shop. Dan Mattingly/Retired Teacher

Thanks for the post Dean. The Dixon VFW has contributed several thousand dollars so far to bothRead More homes in Dixon and will be contributing a lot more in the future for these Vets. The housing program is managed by the North Bay Coummity Action Council (formerly known as the Fairfield/Suisun CAC). The Vets are very grateful for all the community support. One project we are trying to get funding or donations for is we need approximately 50 cubic yards ofRead More top soil to even out the back and side yards and bring them up even with the patio in the back.

Hi Dean. Come to the next VFW meeting. I'm sure the members will support this. You might want toRead More get an estimate from Dixon Landscape Materials for a fill dirt load.
