Poll: Should the City of Dixon Form a Water Utility Department and Cut Ties With DSWA?

Can the City of Dixon handle the water needs of DSWA customers?

The Dixon Solano Water Agency is operating with a deficit. So much so that the DSWA – a partnership between the City of Dixon and the Solano Irrigation District that provides water to Dixon’s newer homes – voted by a margin of 7-2 to raise water rates.

If approved by customers, the rates would increase by 66.7 percent. The financial responsibility of one half of the DSWA has come into question by members of the Dixon City Council and now there’s talk of severing the ties between the city and the SID.

This would essentially put the City of Dixon into the water business and give them the responsibility of providing water to the customers that were being served by DSWA. The city has been criticized for entering into a business that it neither has the expertise or experience to manage. But members of the Dixon City Council say that they could make it work with existings staff and that it would perhaps be better off without the partnership.
