Dixon City Council to Discuss Dismantling of its Redevelopment Agency

The state Supreme Court's recent decision that effectively does away with redevelopment agencies throughout the state will be among the topics at Tuesday night's meeting.

The death of redevelopment agencies throughout the state will mean that several of Dixon’s RDA projects will . But just how deeply the city will be impacted of the dissolution of its RDA is still unknown.

On Tuesday, the , acting at the Redevelopment Agency, will discuss what needs to be done in the wake of the state Supreme Court’s decision to strike down a law - A.B. XI 27 also known as the Voluntary Payment Bill – that made it possible for redevelopment agencies throughout the state to exist in a limited fashion.

The court also upheld a bill - A.B. XI 26, the Redevelopment Dissolution Bill - that dissolves RDAs throughout the state.

According to a staff report, Dixon’s redevelopment agency is to be dissolved by Feb. 1, 2012. The city becomes the “successor agency,” that will be in charge of winding up the affairs of the dissolved agency. The city will essentially need to answer to an oversight board comprised of representatives appointed by the city, Solano County, Dixon Unified School District, Solano Community College, and the largest local special district.

“By March 1, 2012, the successor entity is required to prepare a draft recognized obligation payment schedule describing enforceable obligations payable during the period from January through June 2012,” the report read.  “The successor entity is directed to dispose of the assets of the former redevelopment agency with the proceeds to be transferred to the county auditor-controller for distribution to local taxing entities.”

Just which projects will be affected by this recent court ruling is not known, according to the staff report.

“We anticipate that in the ensuing weeks there will be a steady procession of questions regarding the specific processes and actions to be undertaken,” City Attorney Michael Dean wrote in the report. “At this time, we are frankly not yet certain precisely what will need to be done.”

The council meets inside its chambers located at 600 East A Street, 7 p.m.

  • , the completion of Downtown Dixon infrastructure for draining.
  • Reduces the amount of incentives that might be available for creating a public park adjoining the new pedestrian undercrossing by the Transportation Center, currently being used by the .
  • Potentially impacts the ability to transfer the site to one of two entities including supermarket chain Viva Supermarket, based in Sacramento, or the .
