pedestrean tunnel

I wander how many  mugging occur in the dark of a tunnel, again a drive through would have room for pedestrians just who made the decision .kids will always play chicken be it cars ,trains, and even air craft runways. But a under pass allowing ambulences,and fire trucks to get through is the smart thing, but the powers  have never been known to do the .smart. thing. Like putting all the aircraft together in pearl harbor.
