Solano County Board of Education’s 7-11 Advisory Committee to hold Public Hearing on disposition of Gomer School

FAIRFIELD – The disposition of the Gomer School site in Fairfield’s Suisun Valley will be the focus of a Public Hearing set by Solano County Board of Education’s newly appointed 7-11 Advisory Committee on Monday, July 23.

California Education Code 17387 requires educational agencies to create a 7-11 committee in order to provide community input to facilitate making the best possible judgment about the use of excess school property. The committee is so named due to state legislative requirements of at least 7 but no more than 11 members.

The Solano County Board of Education 7-11 Advisory Committee will hold a Public Hearing on Monday, July 23, 2012, at 5:30 p.m., in the Solano County Office of Education (SCOE) Boardroom to gather community input on the disposition of the Gomer School site which will be recommended to the SCOE Board as surplus property.

The 7-11 Advisory Committee has developed the following priorities for the disposition of the Gomer School site:

  1. Pursue either sale or lease of the Property at its fair market value to “an incorporated nonprofit tax-exempt community or civic organization with a membership comprised predominantly of persons residing in the community in which the building and site are situated” pursuant to the historical property exception of Education Code § 17482.  If not sold or leased pursuant to this exception, pursue either sale or lease of the Property in AS-IS condition pursuant to California law in order to generate the Property’s highest and best value, at the appropriate time as determined by the Board.
  2. Sell the Property in its AS-IS condition pursuant to California law in order to generate the Property’s highest and best value, at the appropriate time as determined by the Board.
  3. Lease the Property pursuant to California law in order to generate the Property’s highest and best value at its current state of entitlement, with preference that the tenant takes the property AS-IS and is responsible for all tenant improvements, maintenance and repairs.
  4. Explore the feasibility of removing the building from the site.  If feasible, sell the building pursuant to California law with the purchaser responsible for the removal of the building from the site.  After removal of the building from the site, either lease or sell the land in its AS-IS condition pursuant to California law at the Property’s highest and best value, at the appropriate time as determined by the Board.
  5. Exchange the Property pursuant to California law for another property that can meet the future needs of the County Office, at the appropriate time as determined by the Board.

The public is invited to come to this Public Hearing as the 7-11 Advisory Committee welcomes community input.
